Highlands sits in the San Jacinto River floodplain on the north side of the Ship Channel corridor, and that geography creates two installation challenges that do not exist in the same combination anywhere else in our service area. First, parts of Highlands — particularly the areas south of Old River Road and in the Highlands Pines and Pinebrook neighborhoods — are in active FEMA flood zones. Second, the mature pecan and live oak canopy in established Highlands neighborhoods creates deep-shade conditions that produce a specific set of base moisture problems: shaded ground takes longer to dry between rain events, which means the Beaumont clay stays saturated longer and the base aggregate stays moist longer, both of which affect compaction quality and long-term base stability.

For flood-zone properties we specify the same flood-resilient drainage design we use in Channelview: perforated pipe drain grid beneath the base aggregate, high-flow-rated backing (30 to 40 inches per hour minimum), and defined outlet connection to the street storm system. The difference from Channelview is that in Highlands the flood events are river-sourced rather than bay-surge events, which means water can persist on site for longer periods. The turf system needs to be engineered to survive extended inundation, not just a short surge.

For the shaded yard installations in established Highlands neighborhoods, the critical consideration is base moisture management during installation. We do not compact a base in standing moisture — if the shaded ground under a mature pecan motte has not dried to adequate field moisture content after a rain event, we delay that phase of the work. This is not an option we can skip to stay on schedule. A base compacted at high moisture content will settle when it dries out, creating surface irregularities that become visible within one season.

Highlands is not technically demanding in the same chemical-environment way that Channelview and Deer Park are. The industrial air-shed influence is less pronounced. But the combination of flood risk and heavy shade canopy creates engineering complexity that requires site-specific analysis on every project.
